There remain two relatively modest cost items for a liberal government:

  1. Defense costs that cannot be collected from aggressors, either because attempts to apprehend and convict an aggressor are unsuccessful, or else because the full costs of apprehending him and rendering justice cannot be collected from him.
  2. Administrative overhead expenses, such as the construction and maintenance of buildings and facilities necessary to the government's legitimate function, insofar as such costs cannot be imputed to the misdeeds of particular aggressors.

This course has presented many reasons why a free society would be far wealthier than those of the past. Furthermore, a free government enjoys the esteem and support of the most productive citizens, since it now operates for their interests rather than against them (cf. pp. 5.4:129-30). Considering all these factors, we conclude that the residual costs listed above should be easily funded through voluntary contributions, so that taxation as we know it would cease to exist.      Next page
