Because of the tendencies of planners to undervalue environmental and other long-term resources, to favor their own specialties, and to indulge their personal lavish life styles, "central planning" cannot be truly integrated. Rather, it consists of many poorly coordinated plans, based on divergent goals, whose relative dominance depends on momentary conditions of political power. The waste resulting from these conflicting plans contributes further to general economic chaos and low living standards.

As was pointed out in our discussion of the mixed economy, individual ends are naturally diverse. In order to achieve even a semblance of efficiency in a planned economy, therefore, the thoughts and values of individuals must be modified so that they will unite in support of the goals dictated by planners. For this purpose it is necessary to create a powerful propaganda machine and to suppress expression of viewpoints contrary to those goals. Socialist state propaganda, in contrast to advertising messages in a free society, for example, cannot tolerate competing or dissenting points of view, which might raise doubts interfering with citizens' single-minded devotion to the realization of the decreed national ends.      Next page
