Because we have classified political systems by two different criteria (by objective and by organization), the potential types of systems can be diagrammed in a two-dimensional table, represented in a generalized manner below. The rows of the table represent possible objectives of political systems, while the columns represent modes of organization. The first row includes political systems that promote individual freedom, while the second includes systems serving personal ends of the ruling authorities. Since the "good of society" must be defined by the arbitrary, subjective views of ruling bureaucrats, systems designed to serve this objective have been included in the latter category.      Next page
