Theocracy as Government for Personal Purpose (optional material)
The category of government for personal purposes is here considered to include theocracies, in which the apparatus of government is supposed to serve divine ends. Since the will of "God" must be defined by a secular authority (cf. p. 3.7:6), such governments are in effect directed toward the ends of ruling persons and have consequences similar to other forms of personal dictatorship.
