Tariffs and Political Power (optional material)
The alleged benefits of the tariff, it should be noted, are concentrated in one industry, while the greater costs are dispersed among many industries. Consequently, the potential economic beneficiary of the tariff has a particularly strong incentive to lobby legislators in favor of the measure, while each of the companies that must bear its cost is unlikely to find it worthwhile to expend resources in opposing it. The political implications of this asymmetry will be explored in Section 5.
